Emergency Preparedness

  • Provided planning and exercise development support to FEMA for Air Force National Disaster Medical System (NDMS) exercises involving approximately 3000 personnel.
  • Directed, developed and provided exercises and training at the 3rd International Conference, Preparedness through Partnership: Integrating Medical Mass Care Management in a WMD Incident, 2002.
  • Participated in the development of Consequence Management Exercises (CMX) in 1998 (recognized by U.S. Public Health Service as the nationÕs largest National Disaster Medical System exercise) and provided continued support through CMS 2002, 2003 and 2004.
  • Evaluated DOD and VA hospital response to WMD events during their annual exercises.
  • Supported FEMA in the research, development, and accreditation of National Standards for HAZMAT Decontamination Protocols and training of national adopted curriculum for all hazards and all first responders in a Disaster Paradigm.
  • Participated in the development of Consequence Management Exercises (CMX) in 1998 which was later recognized by U.S. Public Health Service at the national NDMS Conference as the nationÕs largest National Disaster Medical System exercise.
  • Supported development and organization of exercises and served as instructors of courses for CMX 2000 which involved 5000 personnel from 35 states, incorporating disaster response teams, EMS, hospitals and the federal NDMS system.
  • Provided planning and exercise development support to FEMA for exercises conducted in San Juan, Puerto Rico for Air Force NDMS exercises involving approximately 3000 personnel.
  • Directed, developed and provided exercises and training at the 3rd International Conference, "Preparedness through Partnership: Integrating Medical Mass Care Management in a WMD Incident, 2002".
  • Provided support to CMX 2002, at Fort Gordon, Georgia which involved 3000 personnel. Developed courses and exercises and served as instructors for CMX 2003, which included communication exercises that incorporated the ArmyÕs Regional Medical Command, Fort Gordon Installation Operations Center, the Federal Coordinating Officer, DMATs, Department of Homeland Security FEMA Region VI Headquarters, U.S. Public Health, and the Center for Disease Control.
  • Served on the Disaster Medical Assistance Team in support of the U.S. Public Health Service for the World Trade Center Medical Support Mission.
  • Assisted in the development of a prototype Hospital WMD orientation and decontamination course in conjunction with the U.S. Department of Veteran Affairs. Test program was implemented in Thomasville, Georgia for FEMA. Hospitals from the seven Florida Emergency Management Regions were represented and took the course.
  • Developed Emergency Operations Plans, training, and exercises for seven Veterans Hospital Administration hospitals located in Tennessee, Kentucky, and West Virginia, developing and conducting local and regional WMD exercises including local management and health and medical partners.
  • Provided Mass Care Planning support to Red Cross Chapters located in Region IV.
  • Evaluated Military and VA hospital response to WMD events during their annual exercises.
  • Authored chapters on response for the Basic Disaster Life Support (BDLS) and Advanced Disaster Life Support (ADLS) courses that have become the national standards.
